Yes, Dick Powell may have been a spanko as he did spank in THE DOCTOR AND THE REDHEAD and IN THE NAVY. He also may have taught his wife how to spank as Joan Blondell did also spank in THREE SMART GIRLS AROUND TOWN and would have helped June Allyson rehearse in TOO YOUNG TO KISS; MY MAN GODFREY(there is a great still of this one where she is spanked by David Niven, but not spanked in the production as far as I know) and the remake of IT HAPPENED ONE NIGHT with Jack Lemmon I think it was called SOME LIKE IT HOT.
